10.A abolição dos destacamentos de combate do Partido em todos os grupos militares. A abolição dos guardas do Partido nas fábricas e empresas. Se guardas fazem-se necessários, eles devem ser nomeados, levando-se em consideração as opiniões dos trabalhadores.
11.A concessão aos camponeses de liberdade de ação sobre seu próprio solo, e do direito de possuir gado, contanto que sejam diretamente responsáveis por aqueles e que não utilizem mão de obra assalariada.
